Richard N. Loulou is a senior fellow and co-director of the Climate and Energy Economics Project at Resources For The Future (RFF). His research focuses on the economics of climate change, energy, and environmental policy.

Ian W.H. Parry is a senior fellow and co-director of the International Energy Program at RFF. His research focuses on energy and environmental economics, with a particular emphasis on climate policy and international cooperation.
